Program Overview
The program Connecticut – Child Care Support is aimed to enhance the quality of life for children. Along with this, it also builds smooth running families and provides child support service. It helps with all the financial, emotional, and medical matters of parents. This is so that their children live a prosperous future regardless of their relationship. In this program, there are three entities the children, custodial parent, and non-custodial parent. The father is the non-custodial parent in most cases while in a few mothers can also take this role. However, if a child is under the custody of a foster home or relative there will be two non-custodial entities. No matter what is the relationship between the parents the program helps them build financial support for their children. According to the federal regulations the office of Child Support Services (OCSS) is assigned to provide services to applicants. These applicants request the services under the title of the IV-D Child Support Program. OCSS helps in forming paternity and obtaining child support.
The non-custodial parent must cover the financial support of children. CT DSS assists to obtain the child support order. If the child support is not received, the child’s guardian or custodian will contact CT DSS to get the payment. CT DSS also helps the non-custodian parent to obtain paternity, order, and information related to how to make the payment. These parents are required to contact their local office of DSS for further information.
Eligibility Criteria
Following is the eligibility criteria for applying to the Connecticut Child Support program
- The applicant can request services if they have custody of the child, or the child is living with them. Similarly, if the other parent can be traced or if the child support is ordered by the court.
- The applicant must have an order from the court. Through this order, not only financial support is given but also health insurance and childcare. If the non-custodial parent agrees to pay the child support approval from the court is needed. The courts can be approached by hiring an attorney or representing oneself at court or through the Child support. If a parent owes any child support the case is decided by the Family Support Magistrate. The obligations of the order are determined through Connecticut’s Child Support and Arrearage Guidelines.

- To get the cash benefits known as Temporary Financial Assistance (TFA), the child support program requires a referral. A referral from the state.
- The applicant families who already get TFA should not complete the application. This is because child support is automatically created when cash assistance is given.
- The custodial parent must contact the OCSS and provide the necessary documents. Along with it, any information required to obtain the paternity and order.
- The applicant is entitled to the Child Support Service even if they are getting medical benefits from the state.
- By gaining paternity the child is given a legal father. He is given all the rights and responsibilities for taking care of the child. Whereas the child has access to inheritance rights, veteran, life, and health insurance benefits. Department of Social Services also helps in DNA testing through the Child Support Services Office. If the test results in being identified are positive, no charges are induced
- If a non-custodial parent lives outside Connecticut, CT DSS has no jurisdiction over them. However, they still help in gaining paternity and support orders. In some cases, referrals based on states can be used.
How to Apply
For applying in the program, the applicant must submit an online application or can visit the local office.
Another way is to obtain an order. To obtain an order from the court, a court service center or Children’s Law Line must be contacted. They can be approached through 1-800-228-5437 or 1-888-529-3667. The payment can be made through the Connecticut Child Support Internet Payment Website. Similarly, the custodial parents can apply for locating the other parent. They can also apply for paternity, child support order, support payment, and medical support orders. This is possible through contacting the office of DSS Child Support in their region. The forms can be filled online. The necessary forms include Application for IV-D Services and financial affidavit. If the applicant already has a support order Arrearage Payment Affidavit form must be submitted.
Applicants are advised to print out these forms and fill them before visiting the local office. However, they must not be signed. They are required to be signed in front of the support investigator. There is no application fee. However, The OCSS charges $35 every year from the payments sent to the custodial parent who has not got TFA. This payment can be made through direct deposit by contacting 1(888) 233-7223. It is also possible through the Connecticut Child Support Visa Debit Card service.
